Would it make sense to allow registering a default handler which can
serve all requests urweb didn't find a function for?

There may also be some custom use cases eg providing external HTTP apis
whose interface should never change. I don't have a use case. Its an
idea only.

It could then be used to either return 404 or serve files for which you
recommend the traditional web servers.
