[Ur] changing built-in ccompiler

Hi. I've created a couple of patches adding the following new command
line options: -ccompiler <arg> and -print-ccompiler. They allow to
get/set the compiler in runtime. The reason is to make sure that the
same ccompiler is used for both ur/web itself and custom C parts FFIed
into the project on machines with several compilers available. Please,
consider applying!
