[Ur] New attempt to wrap a simple JS datepicker library (Pikaday) to use with Ur/Web

Also, in accordance with your further suggestion, the "static" JavaScript
and CSS files are now being served using Ur/Web's `file` directive.

This Ur/Web wrapper for the Pikaday JavaScript library may be useful to
Ur/Web programmers who need a simple but modern-looking datepicker to allow
users to easily edit a date field.
